Martin Wekesa Khaoya is a distinguished financial and economic expert with extensive experience in public sector management. He is currently serving as the Senior Chief Finance Officer at the State Department for Early Learning and Basic Education in Kenya. In this pivotal role, Martin leads the Finance Department, overseeing the preparation of annual budgets, ensuring the accountability and lawful utilization of financial resources, and ensuring that expenditures align with strategic work and procurement plans.

He holds a Joint International Master of Science Degree in Economics and Development Planning from Universität Dortmund, Germany, and Kwame Nkrumah University of Science & Technology, Ghana, awarded in July 2005. He also earned a Bachelor of Arts in Economics and Statistics from the University of Nairobi in December 1995.

His career spans various high-impact roles, including as Deputy Director of Budget and Head of Schedule for GJLOS at The National Treasury and Planning, where he was involved in budget planning, resource allocation, and capacity building for county government finance officers. At the Ministry of Sport, Culture and the Arts, Martin provided strategic leadership, facilitated key strategic plans, and contributed to regional integration policies.

Previously, Martin served as the Acting Director of Strategy and Research at the National Sports Fund, where he was responsible for strategic planning and aligning projects with the Fund’s mission. His early career included influential roles in the Ministry of Agriculture, Livestock and Fisheries, and the Ministry of State for Planning and National Development, where he contributed to significant policy developments and capacity-building initiatives.

His professional affiliations include membership in the SPRING International Association of Development Planners and the Kenya Institute of Management (KIM). His broad expertise and leadership have also extended to board-level contributions, including a two-year tenure as a Board Member at the Competition Authority of Kenya (CAK).
